Hello,
I recently moved and had to get a new internet service provider. I want to set up my DeskJet 2725 on the new Wi-Fi network, but I am having difficulty with HP Smart.
I had my Windows 10 computer and HP Smart forget the printer so I could run the set-up again like it was a new device. I plugged the printer in via USB cable, and my computer instantly recognized it and started doing setup. However, HP Smart, when I clicked on "Add your first printer" could not find any printers. So, I clicked "+ Set Up a New Printer" and followed the on-screen prompts (my printer does not have a touch screen). HP Smart looks for the printer for several minutes and always comes back with "USB Not Connected to Printer: Make sure your printer is powered on and connected to your computer using a USB cable."
The printer is connected, though—I downloaded HP Scan and Print Doctor and it was able to communicate and send a test page. I even tried printing a document from Microsoft Word and it worked! So, I can print this way, via USB, but it's not ideal—I want to be able to print over Wi-Fi like before.
I have uninstalled HP Smart and reinstalled and this problem still happens. I have also powered the printer on and off several times. No change. Can anyone help me get HP Smart to recognize that my printer is, in fact, connected by the USB cable and help me get the printer set up on my new Wi-Fi network?

Please reset the network to default and then try "Add printer" using HP Smart. These resources will show how it's done:
