Download not possible from AppStore

I purchased a new Laserjet M283fdn but cannot use it because Apple App Store is not available in Uganda to download HP Smart. Can it be downloaded direct from HP?

Thank you Andreas, but following this link takes one to the Apple AppStore, which the Government of Uganda has closed down, as part of their election security measures.

Thank you Andreas, but again this link defaults to Apple Store, which is still not available in Uganda. I am managing to print some essential documents using a flash drive, which is suitable for everything. I guess I will just have to be patient until Uganda Government decides the App Store is not a security risk.
