When trying to add this printer to my new laptop,  it doesn't recognize the printer on the network or my ip address.

It's not related to using VPN and the firewall isn't blocking it.  Already tested that.

Well, maybe, though if the printer is functional, it might still be able to be rescued.

Ideas

If you are not using it, make sure Wi-Fi Direct is toggled OFF.

I am not at all familiar with this older printer.

Everything from here is "guessing".

Looks like you can switch the standard Wireless on / off on the printer display panel.

Not sure, switching wireless off might cause the wireless settings to reset to "nothing".

User Guide - Page 7

What else?

If your router supports it, the printer supports connecting to standard network and via WPS.

What else?

NOTES

Add-a-Printer does require that the printer is on the network.

I doubt it will do anything if the computer cannot even detect the presence of the printer.

Method – Add printer using TCP/IP

Please try adding the printer using the printer’s IP address

Find the IP Address of the printer on the Printer Control / Display Panel (touch Wireless button)

Control Panel > icon view Devices and Printers

Click in the top ribbon, Add a Printer

Wait till the menu starts…
Select / Click The printer that I want isn’t listed
Select / Click Add a printer using a TCP/IP address or hostname

Select / Click Next
Device Type > Select in Drop-Down Menu:  TCP/IP Device

Hostname or IP Address > Enter the IP Address of the printer

(Skip Port Name)

Select / Click Next

Run this version of the Doctor - it is pretty good at ferreting out "offline" issues.

Offline Doctor V5.0.6

  HPPSdr_5.0.6.exe

  • Download and Save the doctor to your computer
  • Open File Explorer > Navigate to the folder in which you saved the file (likely Downloads)
  • Execute the doctor – Answer any prompts /  let the process complete
  • Restart the computer, log in, and wait for the final steps in the Doctor to finish.
  • Check for any difference.

Connection Issues

  • Print and Scan Doctor Version 5.0.6 creates a secondary queue for printing with TCP/IP port.

After the Offline Doctor completes…

Verify / Adjust the “Default” printing device (Default Printer)

Settings > Devices > Printers and scanners

UNCHECK (clear box) Let Windows manage my default printer

Select (Left-Click) your printer from the list of printers > Manage > Set as Default

OR

Open Control Panel > icon view > Devices and Printers > Right-Click on printer > Set printer as Default

NOTES – Selecting Default Printer

  1. Do not select the printer marked as “Scan Only / DO NOT DELETE”
  2. Do not select the printer marked as “Fax”

Example Default Printer:  Set “Default” Printer = HP OfficeJet Pro 9020 series PCL-3 (Net)

ReferenceHP Printers - Printer is Offline (Windows) > Step 2: Manually set the default printer

Are they (your printer and your computer) on a same network ? Do you have an IP address ? You need IP addresses of your computer and your printer only.

computer and printer are on the same network.  The HP set up only asks for the IP address of the printer because it can't locate it during it's "search" of the network.  I also tried typing in the IP address of the printer in the search bar which was also suggested, but it comes back saying it took too long to respond.  The printer is working - I was able to print a network test page so I know that is not the issue.

Looks like they are not on a same subnet.  From printer report, look at it subnet, is it on the same subnet with your computer ?
