ERROR CODE 0X83C0002B
Shows up by starting the printer. We have a HP Envy 4524 all-in-one.

Taking it out of the power doesn't help.  No matter what we try. 

Also we can't take out the cardridges. 

What else is left to get this one back to work?

I understand your HP Envy 4524 all-in-one printer is displaying error code 0X83C0002B, and you've already attempted removing it from power to no avail. Here are some steps you can follow to address the issue:
 

Perform a Hard Reset:
 

  • Turn off the printer by pressing the power button.
  • Disconnect the power cord from the back of the printer and from the wall outlet.
  • Wait for about 60 seconds.
  • Reconnect the power cord to the wall outlet and then to the printer.
  • Turn on the printer and check if the error persists.


Check for Paper Jams:
 

  • Open all the paper trays and access doors to check for any jammed paper inside the printer.
  • Remove any obstructions or pieces of paper that may be stuck inside.


Reinstall Ink Cartridges:
 

  • If currently stuck, try carefully manually sliding the ink carriage to the center once you've turned off the printer.
  • When accessible, remove the ink cartridges and reinstall them to ensure they are seated properly.


Update Printer Firmware:
 

  • Sometimes, printer errors can be resolved by updating the printer's firmware. You can usually do this through the printer's menu, or by Official HP® Support download the latest firmware.
