When I try to print I get a paused message even though the printer doesn't appear to be paused. I was able to print a config page from the printer utility, and my son is able to print from his computer. I deleted the printer and reinstalled, and also restarted my router. Help please!

Multiple printers with the same name on the printers list could cause this issue. Let's try removing existing print driver and adding AirPrint driver, here is how to do it:
1.) Click the Apple menu icon (), and then click System Preferences.
2.) Click Printers and Scanners, Print and Scan, or Print and Fax.
3.) In the Printers and Scanners window, look at the list of devices on the left side.
4.) Click your HP printer, and then click the Minus button () to delete it. If you see multiple printer queues for the same printer, remove all extra printers by selecting them and then clicking the minus button
at the bottom of the list.
5.) Click the plus sign , click Add Printer or Scanner, click the printer name.
6.) Confirm AirPrint displayed in the Use or Print Using menu, and then click Add.
7.) Open a document or photo, click File, and then click Print.

I have tried all of that except resetting the print system because I have my school printers installed as well. Nothing works. I know the printer works because another user on the same network but using a different computer was able to print, and I was able to print from the printer utility. I hope there are other suggestions.

It's unfortunate that those steps failed to resolve the issue. Let's try updating Mac OS and the printer firmware, the steps on how to update Mac OS can be found here. You may download and install the latest firmware update for your printer from here. Once you update mac OS and printer firmware, restart the printer and PC and try printing.

Everything is updated and restarted and it still shows that the printer is paused when I try to print a document. Again, I can print from the printer utility but not from programs and other computers on my home network can print to this printer.

Removing the existing driver, verifying and repairing disk using disk utility and adding compatible print driver may resolve the issue. Here is how to do it:
1.) Click the Apple menu icon (), and then click System Preferences.
2.) Click Printers and Scanners, Print and Scan, or Print and Fax.
3.) In the Printers and Scanners window, look at the list of devices on the left side.
4.) Click your HP printer, and then click the Minus button () to delete it. If you see multiple printer queues for the same printer, remove all extra printers by selecting them and then clicking the minus button
at the bottom of the list.
5.) Choose Apple menu > Restart. After your Mac restarts (some Mac computers play a startup sound), press and hold the Command and R keys until the Apple logo appears, then release the keys.
6.) Click Disk Utility, then click Continue.
7.) Choose View > Show All Devices.
8.) In the sidebar, select the disk you want to repair.
9.) Click the First Aid button .
10.) Click Run.
Once you verify and repair disk using disk utility, open Printers and Scanners window and add the printer and try to print.

Is it, in that case, the only steps I could think of is to remove any saved HP printer credentials from keychain, resetting the printer network settings and reconnect the printer to wireless network:
1.) Unplug your modem/router and leave it powered off.
2.) Restart your printer, from the printer control panel, swipe left and then touch "Setup". Touch 'Network Setup", touch "Restore Network Settings".
3.) Power off your printer
4.) Reconnect your modem/router and wait for it to re-establish its internet connection.
5.) Power on your printer.
6.) From the printer control panel, touch ( Wireless ).
7.) Touch ( Settings ).
8.) Touch Wireless Setup Wizard. Follow the display instructions to connect the printer to your home WiFi.
9.) On your Mac PC, Open Finer, click Applications.
10.) Open Utilities and open Keychain Access.
11.) Search for HP, if you find any HP Envy 4520 entries or your printer name, right click on it and select Delete. Once you remove all the HP Envy 4520 printer entries, close Keychain.
12.) Click the Apple menu icon (), and then click System Preferences.
13.) Click Printers and Scanners, Print and Scan, or Print and Fax.
14.) In the Printers and Scanners window, look at the list of devices on the left side.
15.) Click your HP printer, and then click the Minus button () to delete it. If you see multiple printer queues for the same printer, remove all extra printers by selecting them and then clicking the minus button
at the bottom of the list.
16.) Click the plus sign , click Add Printer or Scanner, click the printer name.
17.) Confirm AirPrint displayed in the Use or Print Using menu, and then click Add.
18.) Open a document or photo, click File, and then click Print.

I still can't print...another twist, not only can other computers on my network print but I can scan to the computer that says the printer is paused...if you don't have any more ideas can this be escalated to someone else?

It looks like you were interacting with @senan6806, but he is out for the day. I'm KrazyToad & I'm at your service.
I suggest we reset the Printing System and then Re-add the printer as Aiprint
Note: Resetting the printing system removes all printers and scanners from the printers queue and clears all print jobs and print settings from the system, including printers and scanners that are not from HP.
Click the Apple menu, and then click System Preferences.
Click Printers & Scanners, Print & Scan, or Print & Fax.
Right-click (or Control + click) anywhere inside the Printers window, and then click Reset printing system.

Click Reset or OK.
If prompted, type your username and password, and then click OK.
The printing system resets.
Turn off the printer, wait 5 seconds, and then turn on the printer.
Wait until the printer is idle and silent.
In the Printers window on the Mac, click the Add button
.
Select your printer from the list, and then click Add.
Confirm AirPrint displayed in the Use or Print Using menu, and then click Add.
Open a document or photo, click File, and then click Print.
