Similar issues to the case linked below. I have no/minimal internet access on the Windows XP SP3 32-bit desktop so I've downloaded the software and drivers to a USB thumb drive. I've tried HP Easy Start and got the following error:
The procedure entry point LCIDToLocaleName could not be located in the dynamic link library KERNEL32.dll.
I've also tried running the Full and Basic Webpack install and after running through several screens got the following error:
Installation Error
A file that is required cannot be installed because the cabinet file
C:\.....\E6200x86.cab has an invalid digital signature. This may indicate that the cabinet file is corrupt.
^^^ note the path is not ...., I just left that out since it was a temporary location.
Thanks in advance for any guidance or pointers.

You might have better luck bypassing the use of Easy Start - it is newer software and likely just not intended for use on your older OS.
Full Feature Software / full drive printer software - information and download for installation package:
HP ENVY Photo 6200 All-in-One Print and Scan Driver and Accessories
Copy the installation package to your USB drive.
Transfer (copy) the software installation package from your USB stick into your computer.
For example, if XP has a Downloads folder, put the installation package in that folder.
Basic Instructions - Install the Full Feature Software / Full Driver printer software
- If using VPN, shut it off to install software
- Download and Save the Full Feature Software installation package or the Easy Start Software
- Open File Explorer (formally Windows Explorer)
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Reminder: If using USB cable between printer and computer, disconnect the cable before installing software.
- Right-Click on the installation package and “Run as Administrator”
- If using Easy Start > When asked, opt for "Full Driver" (exact wording might vary).
- If using Easy Start > Skip any extra software / offers you do not want (wording varies).
- After the software is installed, Restart the computer and log in

Preparation > Check / enable the printer as the “Default Printer”
Settings > Devices > Printers and scanners
UNCHECK (clear box) Let Windows manage my default printer
Select (Left-Click) your printer from the list of printers > Manage > Set as Default

Thanks for the guidance, I had been following those steps previously with the results mentioned in the original post with the exception of using admin to run it. I downloaded again, copied it to the XP target, ran as admin and got the same results.
Is there any requirement for updated certificates or crypto beyond SP3 for this to work ?
For example, are there limitations in XP SP3 that may prevent code signing the new 6225 drivers ?

Installing from the installation package is usually the most straight forward solution.
Honestly, I've not even seen XP in a lot of years.
I don't know enough to offer any more useful advice.
Perhaps someone will jump in and save the day.
