Hi,
Thanks for using the HP Support Community.
The USB port is right beside the Power button. This printer actually supports wireless so you can also connect the printer to a wireless network.
This resource shows how to connect using USB as well as set up the printer to a wireless connection:

at time 2:00, it shows where the USB is inserted on the printer.
However, the specs doesn't show support for Win 8.1.

Min requirements is Win 7 or Win 10.
