I am trying to install the firmware update (OJP8600_N911a_2011A) for security issues. The return is it is not applicable and it will not install. What next?

Thank you for posting back.
Print a self test page and check the version of Firmware installed on the printer. If it is the same, then you cannot install it again.
- On the printer control panel home screen, swipe left, and then touch Setup. Swipe up, touch Print Reports, and then touch Printer Status Report.

Thank you for posting back.
Let's exit out of the firmware update and try to install directly from the control panel:
When connected to the internet, many HP printers support updating the firmware directly from the printer control panel.
-
Make sure the printer is connected to a Wi-Fi or Ethernet connection.
NOTE: USB connections will not work. -
On the control panel, open the Setup, Service, or Settings menu.

Select Preferences, Printer Maintenance, or Tools.
-
Select Web Services, Printer Update, or LaserJet Update.
-
If prompted, follow the instructions to turn on Web Services.
-
Select Check for Updates or a similar option.
CAUTION: Do not turn off the printer during a firmware update. This can permanently damage your printer.

Thank you for posting back.
Let's try these steps to resolve the issue:
Root level uninstall and reinstall printer drivers:
- Go to Control panel – Programs and feature – Select all the HP Officejet printer entries and uninstall them.
- Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
- Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
- Under print server properties, go to drivers - remove any entry there as well.
- Again, go to run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
To reinstall, click here.
