I have a Dell XPS210 running Win 7 64-bit. Wired connection to Arris Surfboard SBG6580-2.
My HP 3830 is connected over WiFi. I have printed out a Network Config page, run a wireless network test. All test results pass, with IP assignments and WiFi good.
The issue: Upon, trying to print anything/scan from my PC, I receive an error, no communication with the printer.
I must then reboot my printer before it will print.
Problem solved right?
Next day, same issue! Over and over again!
I have run every diagnostic test, HP or otherwise. Scan and print doctor etc, all recommended running reports, rebooting our router, rebooting the printer, etc. This is a new install with the same issue since it was first installed.
Any help?

Try / Consider - or ignore if these options have already been checked...
TCP Port
If you have installation, offline, or port issues

Create TCP IP port
1. Print a Configuration Page to get the printer's IPv4 address (you can also tap on the wireless icon on the Front panel of your Printer to get the IP address)
2. On your PC, go to Control Panel, from Devices and Printers, right click the printer and left click Printer Properties, select the Ports tab.
3. Click Add Port, select Standard TCP/IP Port, then select New Port and follow the wizard.
4. Type in the proper IP address for the printer.

Note that you can ALWAYS revert back to the original port that the HP software installed by selecting the HP port under the Ports tab (in Printer Properties)
Less likely, worth a quick look:
IP / Mac Address set on the network
Commentary
One of the underlying causes that can result in this "Printer Assistant calls Setup" and odd connextions issues is a mix-up in the network settings for the printer IP / Mac Address set.
In general, use a static IP address assignment to reduce the chance of DHCP rotating your printer's IP address.
If the router settings for the network (Printer IP / Mac Address set) do not agree with what the printer knows to be true about itself, the printer-to-router connection is not quite right. This can result in oddities in the way the printer software is installed and then how that software interacts with the printer device on the network.
For example,
Log into your router
Check the Static IP address listings / Static Leases - it is also worth checking Leases for DHCP
If your printer is listed, make sure the printer IP / Mac Address set matches the actual Printer Mac address as pulled from the Embedded Web Server (information is also available on the printer control panel in the network settings).

NOTE: It is understood that your setup is for Wireless - examples provided simply for general checks / FYI
If the router and the printer setup do not match, things can get weird. This can happen, for example, if you originally assigned an IP static address in the router for a printer that you no longer have.
The router is usually happy to use the IP address for your new printer - does not, in fact, care that much as long as you are not using Mac Address Filtering (on the router - read about this in your router manual).
The printer software, on the other hand, may have trouble with a mismatched IP / Mac Address set.
What to do?
IF this needed correction...
Correct any errors in the router, apply and save the changes.
Restart the computer and log in.

I assigned a tcp port for the IP being used by my printer. Was able to print a test page.
I then went into HP Printer Assistant, and HP Print and Scan doctor, and “error:unable to find device on your network”
I also turned off Windows firewall. No difference.

Well, rats.
Most (probably not all) of what can happen is covered by various documents.
The Doctor is pretty good software - it may have a weak point in the detection simply because if it cannot see the device it is unable to suggest what to do beyond the obvious (Restart everything, check drivers, check the network, etc.)
If you have not done so, make sure Wi-Fi Direct is switched off on the printer control panel. If you are using a router and regular wireless, you don't need the Wi-Fi Direct setup. Wi-Fi Direct is a toggle on the printer settings.
