HP OfficeJet Pro 6968 All-in-One Printer

I have a Win11 laptop connected wirelessly to my OfficeJet Pro. I use HP App to do all the wonderful things and I have the latest version, but multiple times a day Windows User Account Control (UAC) pops up with the question "Do you want to allow this app to make changes to your device?" 

Clicking on More Details is says that the program is HPPrintScanDoctorExt located in the locked down WIndowsApps folder so I can't do anything with this app.

I have deleted the app, deleted the printer and reinstalled everything but that didn't change anything. 

 

How can I get this to stop? It literally happens at least six times a day for the last couple of weeks.
