Hi,
I were able to download the drivers for Windows 10 64-bit with no issues, please give it another try using below link:
https://ftp.hp.com/pub/softlib/software13/printers/DJ5820_Full_Webpack_108.exe
For any issues, also try below links instead and check:
http://ftp.hp.com/pub/softlib/software13/printers/DJ5820_Full_Webpack_108.exe

If you experience any issues I suggest downloading from another place or contacting your ISP, the drivers are available and working.
