No, I can not. There is no HP LaserJet Pro MFP M28a printer there.
The green ready light on the printer keeps blinking whatever I do (switch on/off, disconnect/connect USB, restart PC, restart printer).

I did. However, the HP Smart cannot find my printer.

Ok
Here's what you need to do:
- Disconnect printer/scanner from computer- Disable WLAN, WiFi and/or remove the USB or LAN cable.- Do not switch off the printer >> unplug the power cord from the socket!
- Uninstall HP printer software, and then remove the printer from your Devices list.
- Restart the PC
- Close all programs
- download only this complete package: HP LaserJet Pro MFP M28/M29/M30a Printer Full Software Solution
"Expand all" and read the installation instructions
File name: Full_Webpack-46.5.2645-LJM28-M31_U_Full_Webpack.exe (144.8 MB) - Close all programs
- Reconnect the printer to the power supply and switch it on (if this does not happen automatically)
- Open up the run command with the "Windows Key + R" key combo > in folder Downloads double-click on the EXE
Via USB, means wait until the installation asks to connect the printer/scanner. - The installation was completed successfully, now you must ...
- Restart the System again
- Now the installation is complete.
Document error messages accurately, even better is to take a screenshot of it and upload here.
You see the printer now in "Devices and Printers"?
And do you see the printer now in HP Smart?

Having done everything you prescribed step-by-step, I came to the point:
"Connect the USB Cable"
and nothing happens here after I connect the USB cable.
The Windows 10 system does not recognize the fact that the printer has now been connected via USB. ☹️

You have logged in with admin rights?
Maybe the USB cable is defective?
Try another USB port.
What exactly Windows 10 do you have?
