This is not a problem, but a solution to the LaserJet M209DWE "your HP+ printer must be set up using the HP Smart app" message.
If the Information and WiFi lights are blinking on the printer, if pressing the Information button results in an error page relating either to "not connected to the Internet" or "must be set up using HP Smart app", this fix might work for you.
First, factory-reset the printer. Press the Information button for three seconds until the other button lights come on. Then press the small WiFi button and the resume (down arrow) buttons together one time. Factory reset will ensue.
Then, what worked for me, I first manually added a new USB printer, using the HP M207-M212 drivers and one of the default Windows USB ports. When I reconnected the printer, the printer instance on this port did not work, but a new M207-M212 instance on a different port did work, and continues to work. I don't want to "break" my now-functional printer, so I'm not going through a second debug session.
Regardless, you can 100% get an M209DWE to print without using the HP Smart app, and without it being connected to the Internet. There may in fact be a time-out period as a result of missing Internet connectivity, it might at some point start flashing the WiFi/Information lights again, but a simple reset and reinstall should get it working again.
