Old comp: win 10-64, HP OJ 8710 with HP Smart v133.1.340.0, & FULL driver package.
All good, could scan WITHOUT HP log in to HP Smart. (still can)
New comp: Win10-64, new HP smart wont scan without a login.
Why would I log in, to scan confidential docs - completely unnecessary.
Tried to load the Full_Webpack-40.15.1230-OJ8710_Full_Webpack.exe
"HP OfficeJet Pro 8710 All-in-One Print and Scan Driver and Accessories"
The install wont find the printer, although I can reach the printer web page by ip address.
I would be happy with the HP Scan offline scanner.
Tried phone support, but gave up after 1 hr 53 min on hold. Brutal.

The Comp and printer are on the same wired network. I can access the printer embedded web page no problem.
The HP Scan & Capture app on MS Store appears as last updated /release date of 23/08/2012 - looks like a dead app.
I finally gave up. Created a junk email and begrudgingly signed up for HP Smart account.
Totally against my will and better judgement.
Shame on HP for this requirement that does NOTHING for me, and yet monetizes for HP.

Yes, the updated HP Smart app requires you to log in to use the app.
If you do not wish to do so, you may try HP Scan and Capture app from Microsoft Store as you have already tried installing the full feature driver.
You may retry the installation, check if the printer and the computer are on the same network.

I think this issue needs some additional technical assistance that can be better provided through one-on-one interaction or a remote session with our HP Support team.
Follow the instructions below to reach them:
1) Click on this link - https://support.hp.com/us-en/contact-hp
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6) Fill out the webform and proceed further.
