I'm on my second one (I didn't learn from the first one). I thought it had a mechanical problem.
The actual printing and scanning work great and are pretty quiet. I bought it for the "Duplex" function of both.
I have decided all the extra moving back and forth of the print head, at startup and after each print job, is a "Firmware" way to keep the printer ink flowing. I print in "Quiet mode" to cut down some of the noise. My anti-vibration pads didn't do much.
Tech support says all that noise is "Acceptable" (I should put one next to their desk).
I came across a "CNET" review that said: "Cons - Pretty darn loud". Of course, that review came out after I bought mine.
I'm looking for any user tricks to help cut down the noise.
All suggestions welcome.

I understand you're experiencing an issue with your printer that is making noise.
I apologize for any inconvenience this may have caused, I'm here to help you today.
Please follow the steps below to fix the issue.
A) Perform a power drain.
1) Take out the cartridges
2) Unplug the power cord from the printer & wall.
3) Press and hold the power button down for 15 seconds and release the power button, wait for about 30 seconds.
4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not into a surge protector.
5) Insert the cartridges back into the printer.
Remove the cartridges > Unplug the power cord > Wait for 30 seconds > Plug the power cord back in > Insert the cartridges
B) Kindly refer to the steps on this link to update the printer firmware and let me know if that resolves the issue.
C) Refer to the steps on this link to further troubleshoot.
Note: The printer model might differ but the troubleshooting steps are the same.
D) If the issue still persists, refer to the steps on this link to restore factory defaults and let me know if that resolves the issue.

I guess you missed the first line of my post. Let me break it down further.
First printer: I tried all the steps you list. I thought it was a mechanical issue. Did a "Vue" session with tech support (They said all that movement and noise was acceptable). I even use "Anti-vibration" pads (No help). Got a replacement (Same model).
Second printer: Had "Exactly" the same movement and noise issues. Tried all the steps you list (Again). No change!
Since tech support says all those problems are acceptable, I am stuck with an expensive (Consumables) "White elephant".
I still say this "Design flaw" is a "Firmware" way to keep the ink moving.
I have used HP printers for decades. I am very disappointed.

I could copy and paste your post, and that would be my exact experience too! There is a real problem in engineering if this noise level is "acceptable." Mine sounds like it's going to explode into pieces every time it powers up.
