Thank you, Greenturtle, you are the man. This solution worked perferctly for me, been trying for over 2 weeks to get my printer working again after updating to windows 10 version 1809, The HP Printer Assistant would not worked anymore and everytime I tried to re-install the HP Printer Assistant, it would not worked, the software would not get uninstalled properly and would make the installation failed everytime. This solution was the perfect one for me, you have to follow the steps in the order described by Greenturtle.

Not sure what else to try if uninstalling reinstalling doesn't work and the system doesn't allow you to rename.
Have you tried using HP Smart apps? (download from Windows store)
Your printer is connected to the network. so download HP Smart and add a printer to print and scan.
