The HP Smart App crashes every time I try to open it. I have repaired, restarted, uninstalled, reinstalled, updated windows, updated the microsoft store. I can print fine but I need the app for scanning purposes. I don't know what to do next.

Welcome to the HP English Community --
If not done, consider:
Reset the HP Smart application
The app Reset removes the app's data.
===============================================
Reminder
It is important that every device is using the latest version of the HP Smart app for that device type.
Check / Update >> Every device (computer(s) and mobile) where HP Smart is installed should be running the latest version of the HP Smart application available for that device platform (Operating System / Version).
AND
The printer and device (computer, tablet, phone) where HP Smart is running should be on the same network.
That might be enough…
Stop if everything is now working.
Windows - Reset HP Smart Application
Next,
Reset the HP Smart application - This action removes the app data.
How to Reset the App
Windows 10 -
Settings > Apps > Apps and Features
OR
Windows 11 -
Settings > Apps > Installed Apps
Next,
Search / Find HP Smart in the apps list
Open Advanced options > Reset the app
Restart the computer and log in
Open HP Smart > Sign in > Add Printer(s)
What if?
If the app Reset does not work by itself,
Next,
Uninstall the HP Smart App from Settings > Apps > Apps and Features / Installed Apps
Restart the computer and log in
“Get” a new copy of the HP Smart application from the Microsoft Store
Open HP Smart > Sign in > Add Printer(s)
Reference
Uninstall HP printer software and drivers / HP Smart
Still Rubbish
Provided FYI
If nothing else works – Consider --
Uninstall the HP Smart app from Windows > Restart the computer and log in
AND
While connected to the same (home / office) network as your computer,
Uninstall the HP Smart app from other device(s) on your network
After the app is removed > Restart the device (for example, iPad, iPhone)
Next,
Repeat for each mobile device where you want to install the HP Smart application:
Install the HP Smart app on the mobile device
Start HP Smart app > Sign into the app > Add printer(s)
Next,
Restart the computer and log in
Install a fresh copy of the HP Smart application for Windows

What else?
Depending on your printer model, the job type, and whether you can install a full driver software,
There are certainly other Scan apps and software to consider.
Examples - Apps not dependent on full driver software:
------------------------------------------------------------------
Webscan – located in the Embedded Web Server (EWS) – No additional software
This option requires a network connection and EWS
EWS > HP Document / How-to
Use the HP printer Embedded Web Server (EWS)
NOTE: Find printer IP address
Section How do I manually assign an IP address to my printer? Items 1-2
NOTE: Webscan feature is not available on Laser printers
NOTE: Webscan feature is not available on Laser printers
If the printer is on the network,
If the EWS feature is available on your printer,
First Time Use Only: Enable Webscan
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Security > Administrator Settings > Enable >> Check box next to Webscan
Click Apply to save any changes
Use Webscan
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Scan > Webscan
Set up Webscan the way you want it - for example, set the Source to ADF
Click Start Scan to scan your document / image using Webscan
After the scan is complete, Save the scan to your computer.
------------------------------------------------------------------
and / or
- Windows Fax and Scan: In Windows, search for and open Windows Fax and Scan. Click New Scan, and then select your printer. General Example - Fax and Scan - Document Scan & Save
Fax_and_Scan_Document_Scan_Set_1
- Windows Paint: In Windows, search for and open Paint. Click FileFrom scanner or camera. General Example - Paint - Image Scan
Paint_Scan_Setup_2
- Windows Scan app: In Windows, search for and open the Windows Scan app. If it is not listed, go to Windows Scan (in English) to install it.
================== =====================
Dependent on having installed the Full Feature Software
------------------------------------------------------------------
HP Scan - Part of the Full Feature Software.
Installation depends on the printer model and available software options for that printer.
BEWARE of Fake sites - One little dot out of place or a wrong or missing letter will land you in trouble.
123.hp.com - Printer setup from the HP® Official site
------------------------------------------------------------------
Third Party Software
NAPS2 – “Not Another PDF Scanner” (Free – Donations gladly accepted by the NAPS2 organization)
- Download-Save-Install > NAPS2
- Not another PDF Scanner – free program scans PDF files and image(s) as .jpeg or PDF file(s).
- Not always simple “Plug and Play”, nonetheless, this free software is powerful and configurable.
- NAPS2 might require that the full driver printer software is installed.
Notes
- Includes an OCR feature – may need Ghostscript add-on (See NAPS2 forum entry)
- Read the Support pages for information
- Read the Getting Started guide
- Combining files? Read the Command Line Usage guide > Select Combining and Converting Files
- NAPS2 might support higher resolutions while still using the ADF

I've done that multiple times as well. I just downloaded and reinstalled the repaired version of Windows 11. I've tried to download the software and drivers but it won't finish because of the "plug play". There has to be a fix somehow.
