Is there a way to get the HP Smart software without going through the Microsoft Store?  My work computer has a block on accessing the store.

Sorry, No - HP Smart is (at this writing) only available from the Microsoft Store

You can (if allowed to do so) install and use the Full Feature Software (full driver printer software) .
