HP Smart and HP 8615

HP 8615

Why won't the HP 8615 finish setup in HP Smart so I can use.  It finds the printer, but when I go to login to HP, I get an error message and it exits setup on every device.   My Windows 10 laptop, my Samsung Tab 6, running Android 10.  Is this a software issue,  or an account issue?  Or is the HP 8615 operating system outdated?
