I printed to my HP Envy from acrobat no problem from my android. I then tried to use HP Smart on PC and mobile. Both said my Envy5540 was offline. So I spent half an hour trying to find a way to remove it from HP Smart and readd it. I couldnt find a way.
Then I saw a scan button on the app and clicked that. The scanning wortked immediately even though the printer was offline.
This experience is really terrible.

Welcome back to the HP English Community --
If your PC is running an Operating System / version supported by HP Smart, the steps to reset and / or remove (uninstall) the HP Smart application are located in Settings.
In general, using HP Smart on your PC (Windows) is generally optional. That means there are other apps and software in Windows that you can use to Print your content.
Reminder
Some of Windows Print and / or Scan software does require that you have installed the Full Feature Software / full driver printer software.
The following is less than what it seems --
The longer description is due at least in part to the addition of examples -
Skip anything you do not need, cannot or will not do for any reason, or do not like.

True - You can Reset / Uninstall the HP Smart app regardless of what you know (suspect) about the condition or reason for the failure of the application to print and / or scan your document (or Image).
Remember that the Reset app option does remove the app's data -- it is necessary that the printer(s) all be added back into the app after the Reset (and Restart of the computer) are completed. The same is true for uninstalling / reinstalling -- the printer(s) must be added after the installation of the HP Smart application.

If you skip one or more steps and nothing works, consider going back and adding any missed checkpoints.

Reminder
It is important that every device is using the latest version of the HP Smart app for that device type.
Check / Update >> Every device (computer(s) and mobile) where HP Smart is installed should be running the latest version of the HP Smart application available for that device platform (Operating System / Version).
AND
The printer and device (computer, tablet, phone) where HP Smart is running should be on the same network.
That might be enough…
Stop if everything is now working.
Next,
Restart Everything, including the router that controls your network
That might be enough (at least short term) -- check...
Stop if everything is now working.
Next,
Windows
Check / Run Windows Updates > Install any pending updates
Next,
If not previously completed,
Restart everything, including the router that controls your network.
Can’t stand it? Consider: Restart computer(s) and printer.
Next,
Open and Check HP Smart
Stop if everything is now working.
If the HP Smart opens but does not work or hangs partly open:
Close the HP Smart App
If you cannot close HP Smart: Restart the computer and log in
Do not start the HP Smart yet.
No Joy?

Still Rubbish
Provided FYI
If nothing else works – Consider --
Uninstall the HP Smart app from Windows > Restart the computer and log in
AND
While connected to the same (home / office) network as your computer,
Uninstall the HP Smart app from other device(s) on your network (computers, tablets, phones)
After the app is removed from its device > Restart the device (for example, iPad, iPhone)
Next,
Repeat for each mobile device where you want to install the HP Smart application:
Install the HP Smart app on the mobile device
Start HP Smart app > Sign into the app > Add printer(s)
Next,
Restart the computer and log in
Install a fresh copy of the HP Smart application for Windows
Example - Windows - Reset and / or Uninstall > Reinstall HP Smart app

-----------------------------------------------------
What else?
If the printer is Offline, the condition can affect more than the HP Smart application.
The HP Smart application does not fully control whether the printer is online or offline (connected to your network and functional as part of the network).
One way to check whether the issue is limited to HP Smart is to use a different application or software to print the content.
For example, Windows (also) supports Adobe Reader -- use that software to test / print your document.
Example - Adobe Reader - PDF - Document Print - Main Menu > Properties
PDF_Reader_Main_Menu_Border_7
