I am trying to find a firmware update dated October 12 2016 that supposedly unblocks and will allow me to purchase ink cartridges that are not ridiculously expensive.

Short Answer

 

There is no such Firmware downgrade.

 

Your printer model is normally always protected by Dynamic Security.

(and)

Your printer is on the list of exceptions to this rule.

 

If your printer was manufactured before December 1, 2016,

(then)

The Firmware update disables dynamic security on your printer.

 

 

Longer Answer

 

True -

If the printer is subject to Dynamic Security enforcement,

and

If the printer was manufactured before December 2016,

and

If the printer is on the list of exceptions,

 

Updates have been released to correct issues in certain affected printers (only as listed😞

then

the Firmware update disables the Dynamic Security on that printer.

Firmware Updates -- from the very first firmware installed -- enforce the security for the printer.

 

Your printer Firmware here:

This software tool will help you update your printer to the latest firmware. Please refer to Enhancement/Fixes for more detail about the firmware update.

Reminder: Dynamic security enabled printer. This Firmware includes dynamic security measures, which are used to block cartridges using a non-HP chip or modified or non-HP electronic circuitry. The printer is intended to work only with new or reused cartridges that have a new or reused HP chip or circuitry. Periodic firmware updates will maintain the effectiveness of the dynamic security measures and block cartridges that previously worked. More at: www.hp.com/learn/ds.

Note: For printers manufactured prior to December 1, 2016 dynamic security will not be enabled by this firmware. Please note that HP cannot guarantee the quality or reliability of non-HP cartridges.
