My Printer is functional and can be used wirelessly via MS Print and Scan but the HP software locates but cannot install the printer.

Welcome to the HP Support Community.
Are you using the HP Smart App on your PC? If not, you may try and install to see if that works: https://support.hp.com/in-en/document/c04675142. If yes, uninstall and reinstall it.
If the issue persists, try these steps:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo.
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

Tried all that. I think it may be a Windows problem. I have windows 10 Home but the HP software keeps referencing Windows 8.
When I try to open the HP software, it prompts me to install network printer. It then scans and finds my HP Officejet Pro 6830. When I select it and select wireless installation, the "Installing network printer" tile runs for 10 mins or so then says "Unsuccessful Network Printer Installation." As I back out to the "Finish" tile, I get, "When you are ready to connect the printer to this Computer: 1. Go to the Windows 8 Start screen."

Create a TCP IP port
1. Print a Configuration Page to get the printer's IPv4 address (you can also tap on the wireless icon on the front panel of your Printer to get the IP address)
2. On your PC, go to Control Panel, from Devices and Printers, right-click the printer and left-click Printer Properties, select the Ports tab.
3. Click Add Port, select Standard TCP/IP Port, then select New Port and follow the wizard.
4. Type in the proper IP address for the printer.

Thank you for the information. I followed the instructions to the letter yet the installation was unsuccessful. The screen that defined the failure showed “Unsuccessful Network Installation” then “Printer was unable to be installed over the network”.. I had tried several variations of your instructions and each time ended up with the same screens.
There are two issue that confuse me: 1) my printer shows it is connected wirelessly to my computer and 2) I am able to print, except for black, but cannot scan.
Any ideas or suggestions would be greatly appreciated.

I would suggest you try the Windows built-in drivers. Follow the steps below:
• Go to Control Panel - Devices and Printers - Click on "Add printer" and follow the on-screen instructions.
• When the page prompts for the drivers, select "Windows update". The driver list will be updated.
• Click HP, Hewlett Packard, or Hewlett-Packard in the Manufacturer pane, and then click the name of your printer in the Printers pane.
Refer to this document HP Printers - Installing and Using the Windows Built-in Print Driver for help.
Also for scanning try these methods:

HP Scan and Capture app (Windows 10, 😎: Scan documents or photos from the printer or webcam. A full feature print driver must be installed on the computer. For more information, go to Using the HP Scan and Capture App (Windows 8 and 10).

Windows Scan app (Windows 10, 😎: Search the Microsoft Store for windows scan to find and install this app.

Microsoft Paint (All Windows versions): Search Windows for paint, and then open the Paint desktop app. Click File or the menu icon
, and then click From scanner or camera. -
Windows Fax and Scan (All Windows versions): Search Windows for fax to open the desktop app, and then click New Scan.

Webscan utility (network printers): Obtain the printer IP address and use it to open the printer's Embedded Web Server (EWS) in a web browser. On your printer's website, click Webscan on the Scan tab.
