My computer crashed, so after replacing the hard drive and reinstalling Windows 11, I am now re-setting up my HP9015e printer. I have reinitialized the printer. I am trying to install
HP OfficeJet Pro 9010 EasyStart Printer Setup Software – Offline Use Only

Everything seems to go OK until after the step when it checks for software needs. That process appears to complete, but the next set just hangs up. No status is displayed and nothing happens after that.
I have tried several times. I have cleaned up the previously installed HP drivers, HP files, and registry items to start the process from a clean start. The hangup continues to occur at the same step.
Note that I first installed the HP Smart App, but it didn't provide any options and only allow printing through the cloud. I didn't want that, so am attempting to install the Offline Only Drivers.
I'm stumped and would appreciate help with this issue.

Further success, I ran the HP Print and Scan Doctor. It didn't say that it fixed anything. It said that it couldn't find the HP scan software and to go to HP site to reload it. Nevertheless, the Scan function is working now. Don't understand what fixed it, but I guess I'll just accept success.
At this point, I think I have all the functionality that I want (Print, Scan, Fax), so I'm happy. I thought I had hit a dead end at the time I first posted this issue. Fortunately figured out a few additional steps to take. I continued to update the board with my progress. Hope that it might be useful to someone having a similar problem.

I may not have been accurate is saying I deleted anything from the registry. I followed steps recommended on another post on the HP board. Here are the steps I followed to try and get a clean start on installing the driver:

Don't worry as I'll be glad to help,
Let's try these steps to resolve the issue:
Root level uninstall and reinstall printer drivers:
- Go to Control panel – Programs and feature – Select all the HP Officejet printer entries and uninstall them.
- Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
- Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
- Under print server properties, go to drivers - remove any entry there as well.
- Again, go to run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.

I'm going through the entire process again after powering down and unplugging my printer, then restarting windows. I note that there are two steps where it says it is "checking for software needs" of similar. After the first time, it then asks for my printer PIN. I provided that, then it says it is looking for software needs again. It appears to complete that step, begin another step, then progress report goes blank. Hangs up in same place it has been hanging up.

Sorry for the multiple messages describing the problem, but want to provide details I think may be important. This last time I went through the driver installation process, I turned off BitDefender virus checking just in case that was the cause of the hang up. As I have done previously, I ran the driver installation program as Administrator. And As I have don't nearly every time, I turned my VPN off.

I have had some success. I installed the printer under Windows setup rather than using the HP Driver install program I had gotten from the HP website. Printing now seems to be working fine.
I am not trying to get the Fax and Scan capabilities set up. I used the individual HP drivers from the HP website. Both appeared to load successfully. Issue, when I try and initiate a scan, HP program gives me an error message that image device cannot be found.
If I go to the printer IP address in a web browser, I get an HP control panel. This says that scan to computer has been disabled and to talk to person who set up printer. Not sure of next steps here, but working it.
Fax initiation page appears to come up correctly. I don't have anyone to fax to right now, so haven't taken it further than that at this point.
