Re-installing the HP software and Printer Driver is not enough. You've to uninstall HP Software and re-install the software and the drivers. If you try installing the software without removing the installed version it will not work
Here is the solution that worked for me - Thanks to "tcmeyers" From the Apple Communities
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download. (HP-Easy_Start)
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.

This is the only solution that worked for me. UNINSTALLING using HP Easy Start then reinstalling. Moving HP folder and files to trash and reinstalling did not work, I still got pop-ups, although the name of the threatening software changed from HPDevice.Framework to HPDM.Framework after trashing and reinstalling. Once I uninstalled using HP Easy Start and reinstalled I no longer suffer from the pop-ups threatening damage. As the original poster stated, the UNINSTALL option is only available on the first screen in HP Easy Start, once you progress past that page the option isn't seen in the menus anymore. Uninstall the software and the reinstall then the pop-ups will disappear.

I followed TmBrown steps and this did not work for me. Thanks for the help !
Update, 10/26/20am - Per information from others on this site I located and found all files related to "HPDM.framework....", moved them to trash, deleted them. I then uninstalled, then reinstalled HP software, drivers, etc., from the HP site. I can now print and scan and no longer get the pop ups. Thanks to everyone for sharing your experiences !

Per this article (https://appleinsider.com/articles/20/10/23/some-mac-users-being-warned-that-amazon-music-app-and-hp-...), I deleted the entire folder containing the "HP Device Monitoring.framework." That did not help.
I then reset the printing system (https://support.apple.com/guide/mac-help/solve-printing-problems-on-mac-mh14002/mac) and deleted all HP software (HP utility and HP Easy Scan) and then went back to HP support site to download HP's drivers and software for my printer. That stopped the message, but it made the problem worse because print jobs would not complete on any of our 3 Macs. The print queue got jammed and thus even prevented me from printing from iOS devices via AirPrint.
I reset the printing system again -- and also deleted all HP driver and software -- but this time, I just installed the printer using the Apple "AirPrint" driver. That seems to be working on all 3 Macs in our household.
Therefore, it seems that the HP driver is corrupted somehow. I definitely recommend not using HP drivers until they resolve this problem.
