Product: HP ENVY 6455e All-in-One Printer

I have a HP Envy 6455e printer and only intermittent wifi, so I have connected the printer to my laptop with a standard USB. HP Smart is unable to communicate with the printer, which is shown offline.  Even though the printer is shown as offline, I can easily print from Word.  I can also scan when the wifi is up.  What I can't do is Scan, while connected with USB.  I'm on Windows 11 and I've tried HP Print and Scan Doctor several times.  I've also removed and reinstalled HP Smart three times.  

 

I've also worked with HP Tech and learned that I need to be on Wifi for the initial setup.  While on the call we were able to get the Scan to work, but after rebooting a few days later, I can no longer scan, unless I wait for the Wifi to be up.

 

Is this solvable, or do I need to return the printer because I need to be able to scan.
