HP Officejet 3830; Windows 10
When I try to manage the Printer Preferences, I get the following failure mode:
I have tried HP Support, HP Scan & Print Doctor, and my driver is up-to-date. I've also tried rebooting both the PC and the printer. Nothing. Has anyone else seen this?

So … I un-installed and re-installed the HP 3830 printer for the second (or third?) time in the past few days. (What a joke!) This time, I will AVOID attempting to set the printer preferences from WITHIN the Microsoft applications (like Word or PowerPoint) and, instead, set the preferences using "Windows settings" only. So far, it has worked for PowerPoint - i.e., I was able to toggle back-and-forth between "draft" and "Normal" in my printer preferences. (I haven't tried this with MS Word yet - the culprit the last few times - because I have a deadline on a PowerPoint project; but I will let you know when I get the chance.)

The Good News: I have searched further and found a previous solutions in this forum.
Bad News: The solution is to uninstall the printer, remove any leftover drivers, and reinstall the printer. Apparently, it took the user two attempts to get it to work. I'm disappointed that HP does not have a better solution. (It appears the adage "HP printers do not 'play well with others' is true.

I performed the recommended steps. I uninstalled all of the HP software I could find and reinstalled the 3830 printer. It worked for about 20 seconds. I tried to set printer preferences from Outlook and it worked! (Yay!) Then, I tried to do the same from MS Word. I got the same dreaded response given in my original post. I went back to Outlook and it actually hung up when I tried to set the printer preferences. So … I went through all of that -- uninstalled and reinstalled every piece of HP software I could find -- and it still does not play well with the MS Office 2013 suite.

To clarify: It is not just MS Office products. It no longer allows me to set the printer preferences via Windows 10 "Settings" either. So, I'm stuck with "Draft" quality -- even for my "final" product. (Unless, I suppose, I uninstall and reinstall my printer again.)

Welcome to the HP Support Community.
Let's create a TCP IP port
1. Print a Configuration Page to get the printer's IPv4 address (you can also tap on the wireless icon on the front panel of your Printer to get the IP address)
2. On your PC, go to Control Panel, from Devices and Printers, right-click the printer and left-click Printer Properties, select the Ports tab.
3. Click Add Port, select Standard TCP/IP Port, then select New Port and follow the wizard.
4. Type in the proper IP address for the printer.

Thank you for taking the time to respond. Frankly, I don't think it is a TCP/IP issue. But if I continue to run into problems after the workaround I described in my previous post, then I'll try this. - Thanks again.

I tried it with MS Word and the workaround seems to work.
If you have experienced the problem described in this post, once you get it working again by un-installing and re-installing the printer s/w, DO NOT attempt to set your printer preferences from within Microsoft apps (especially MS Word). Instead, set your printer preferences via theh Windows 10 settings.
So … I'm "accepting this solution" (strictly) as a "workaround."
