For example,

• Network connection?

• You need at least a Wi-Fi Direct connection to install / use the HP App.   The application is not suited to a USB-only environment.  References:  User Guide - HP OfficeJet Pro 8120e - HP OfficeJet Pro 8130e Series  and / or   HP printer setup (Wi-Fi Direct)
• Any driver installation -- Both printer and the device (computer) must be connected to the same network
