How do I get this printer to set up?? It connected to the internet, but the "i" is blinking

I subscribe to hp ink, so they send me ink when I am low. The new cartridges are the bigger style and I am being told that my printer cannot accept them unless I am enrolled in hp ink...WHICH I AM! How do I fix this? Secondly I moved my printer so now it won't setup. I am hooked up to the internet, buy the "i" won't stop blinking and hpsmart is telling me the printer is unavailable. How do I set it up?
