In general, the shortcuts related to the printer are installed when the printer software is installed.
That said, the context of your question matters.
"Printer Shortcut" = ??
In cases where the printer software is not installed -- or the printer software is still installed but no longer functional -- the shortcuts installed by the original software installation might fail to work correctly or fail to work at all. The the shortcut(s)might disappear entirely.
What else?
HP Smart for Windows is an application.
In general, Apps cannot be added to the "Desktop".
Many Apps, including HP Smart can be added to your Windows Start menu and / or the Taskbar.
