Good Day. A warm welcome to the HP community. I reviewed the case regarding assistance to connect and work with your printer using your Windows 10 notebook. Superb description and terrific observations made before posting. Kudos to you for that. 🙂
To assist you with accurate information I would require more information regarding this:
- Is it a wireless or USB connection?
- Have you tried running PP print and scan doctor and checked?
For now, please try these steps:
- From this link: https://hp.care/2JG1BHm please follow instructions to perform a hard reset on the printer.
- Then make sure the printer is powered on and connected.
- Please run HP print and scan doctor from this link: https://hp.care/2b4bUIM
and check if the issue gets resolved.
If the issue continues then depending on the type of connection that you have, perform all the relevant steps from these links:
For USB connection:

For Wireless Connection:
