What you can do -- and how you do it -- fully depends on the printer model, the Operating System / version, and the printer Software or application you are using to print the content.

 

For example,

Windows - Full Feature Software / full driver printer software installed,

Print PDF file as Poster

 

 Print as Poster

 

Open the PDF document in Adobe Reader DC 

Click the Print icon

Open Properties

Set Shortcut to Everyday Printing or similar (Plain paper printing, single sided)

Select your Paper Size

Click OK to save change(s) and Exit the Properties menu

Main print menu

Page Sizing & Handling > Poster

If the file is smaller than the paper size and you need it larger, increase the Tile Size

If the file is already larger than the paper size, it will be divided into Tiled sheets needed to print the file

Enter an "overlap" and whether you want the "cut marks" included

When ready, click to Print

Example - Microsoft Photos app

The example shows printing an image smaller than the the selected paper -- a tiny image could also be printed at one of the selected sizes available in the app.  Changing the printed size can effectively "make the image larger".  Whether the results are useful depends on the pixel count (density) of the image.  For example, a high-density image can be printed larger than 100% of it's original size and the results might still look the way you expect.  A low-density image that is blown up past 100% of it's original size will appear spotty or grainy.

What else?

Photo Editing and Printing software (that also depends on having a full driver printer software installed), can print an image at whatever size you want -- the "how to" methods vary according to the particular photo editing / printing software.

 

Photo apps that are available for Mobile Devices (tablets, phones), vary widely.   The results depend on density and original size the photo and the amount of control available to change the print size.
