If you have not done so, verify / switch ON

• If not tried, Restart everything, including the network.  Can't stand it?  At least Restart the Printer and iPad.
• HP Smart >> The iPad must be running a supported version of iOS
• The iPad and Printer must be on the same network - Notes >>  Mesh networks can be tricky / troublesome -- and No VPN
• On the iPad >> Initial Connection / Setup >> Location Service and Bluetooth should be switched ON
