I am trying to reinstall my HP Officejet 3830 to my Toshiba laptop.

I followed your recommendations from a previous post.  I was successful in deleting from programs, apps and drivers.  When I try to install HP Smart is states that I already have downloaded.  That is true but I no longer have it.  I tried downloading each individual item starting with OJ3830 Basic 64_40.11.1120.exe.    It gets a point and I receive a message "Don't support mobile setup from this device or operating system.   The internet connection light was on the printer the entire time and was not blinking.  I use an AT&T Mifi for all my internet services.  The only devices that were connected to the Mifi at the time was my laptop and printer.  

Just as information, I had the printer setup and worked perfectly for quite some time (more than a year).  I believe I started having problems during the first half of 2021.  The problem when trying to Add Printer to laptop was "Driver Missing".  I do not know the exact date.  Also, I have HP Smart on my phone and it works with the printer perfectly.  

Any help would be much appreciated.  I use this laptop and printer for my Etsy business and this is really causing me issues not being able to print anymore.

I think here a new installation is appropriate!

Download this software package only: HP OfficeJet 3830 series Print and Scan Driver and Accessories 

Then the old printer software should be uninstalled first: Uninstall HP printer software and drivers 

1. Restart the PC
2. Close all programs
3. Open up the run command with the "Windows Key + R" key combo > in folder Downloads click on the Setup.EXE
4. The installation was completed successfully, now you must ...
5. Restart the PC again
6. Now the installation is complete.

Via USB, means wait until the installation asks to connect the printer/scanner.

Document error messages accurately, even better is to take a screenshot of it and upload here.
