Well, it's there..
Downloading from Category Software and Drivers does appear to pull from an alternate server / source when the link is translated to the download.
Try here:
PS_AIO_03_C4400_NonNet_Full_Win_WW_140_404-4.exe
and / or
What else?
Not sure. The issue - if there is one - might be the path the download has to take to get to a viable server from your region. I cannot fix / change / judge that part - I'm in the USA...
Pulling from the second link will likely work if it doesn't try to add anything and if the path can be reached by the server resource in your location.
You could also try a different browser...
