II have a Deskjet 2800e printer and an android phone and I can't connect printer to phone hot spot.

2800 uses only the 2.4ghz band.  On your android bring up the hotspot configuration and set the band to 2.4ghz so the 2800 can find it.

 

Anyone using your hot spot will still have to use HP Smart to find and connect to the printer.  The printer will be able to "phone home" once it is on the hot spot.  if you have any type of "plus" or "Instant Ink" subscription then it is necessary for the printer to be online.

 

If you want to print to the printer after setting up the hot spot let me know.
