Product: HP Officejet Pro 8610 e-All-in-One Printer

For some reason, my printer is not allowing me to do certain functions due to "Feature has been disabled. Contact your network administrator or the person who setup the printer" which this printer was set up AGES ago. I have tried to factory reset it through the settings but it doesn't reset, it's just on the loading screen for days. What should I do?
