I need to print a passport photo, but I can't find that option using my HP 15 Laptop and HP Office jet pro. I have HP Smart. From Googling it appears I need HP Photo Creation, but I can only find it for Windows 10. Can I download that app and use it or will it create problems? I am NOT technical at all! I would appreciate your help.

As I said I'm not technical. I do have paint and tried doing as suggested by going to resize and changing to 215H x 281 V Pixels, but the software wouldn't accept those options (it changed to 215 x 178) and when I tried printing on a 4x6 photo paper, the picture took up the full paper. I did try unchecking "fill", but that didn't work. I suspect I'm doing something stupid, but I can't figure it out. I appreciate your suggestion and patience. Any other suggestions?

Apologies for jumping in unannounced.
@Valsimotis correct - Print size is controlled in the printer software used to view and submit the job to the printer.
Paint (mspaint) can print at the calculated size >> Convert the size of the original image to the percentage of 100%.
- Use the Math.com 3-way Percent Calculator to calculate the percentage of the larger side (width or height) to obtain the percentage of 100 % when printed on your selected paper and at your desired size
- Print the file using Paint at the calculated percentage of 100%

Windows Photos can print your photo files / images in sizes available in the "Photo Size" list.
Example - Open file in Windows Photos > Print > Photo Size

Install the software
Open the photo for Print
Print the photo file at the desired size.

- Download the appropriate version (32bit or 64bit) of the program from the Website and install the program
