Trying to install the full feature software for an Envy 7645 on a Windows 10 64-bit computer. The basic drivers were installed but this person wanted to use the scanning function now. Uninstalled the basic software and went through the steps to install the full feature software. Was getting the error “Failed to install the device; Error 1603”. Tried several registry cleaners and now I get “Installation Error; The specified account already exists”. There are no HP printers installed or their software. Another non-HP installed printer prints OK. How do I fix the “account already exists” error and get the full feature software installed?
Windows event viewer shows this message:
The print spooler failed to load a plug-in module hpinkstsDC11LM.dll, error code 0x7E. See the event user data for context information.

I was able to fix this problem by deleting several registry items that had "DC11LM.dl" in it. Installing the software was then a success.
On another computer with the same model printer gave me a similar problem. I found a Microsoft program titled "Fix problems that block programs from being installed or removed" at https://support.microsoft.com/en-us/help/17588/windows-fix-problems-that-block-programs-being-instal... that fixed this second problem. It may have worked on the first computer if I had found it earlier.

It would be nice if HP had a "cleanup" utility for its printers like so many other software programs have.
