The Windows 10 driver download for HP Officejet 150 Mobile All-in-One Printer - L511a is located here on the HP support site.

 

You can either use the Solution and Update Finder (click on the red Find Solutions button) or click on Software and Drivers (blue square on the left of the page) and go directly to the software and driver results page to download the driver.
