I have a picture in my pdf file ,and I also have a screenshot of it on gallery. I want to print a couple of pictures of it as a 2.5 x 3 inch card. Is that possible through an android phone?

Yes -- You will need "an app for that".

Standard print options might not (generally do not) include Resize.

HP Smart (Mobile) for example, and at this writing, prints the content at the size of the paper.

Exception:  HP Smart Mobile - iPadOS - supports a manual resize option.  As implied by the name, "manual" means to manually shrink or grow the image print size -- not at all accurate for printing at "exact size".

===================================================

"Follow the paper size" is great unless you want to print on an unsupported paper size (for example 2 x 3 inches).

Resize in mobile apps is tricky -- the application must be built (written) to handle resizing options.

Repeat:  Resizing is different from printing an image / file on a particular paper size --

Resize must edit the boundaries of the file and transfer the resized content to your printer and your paper.

Use your favorite search engine and browser to search for "android printer apps resize" or anything similar that makes sens to you.
