I had so many problems with Mac OS Ventura printing to my HP Z9+ 44" and Epson P600 that I decided to revert my Mac Pro and MacBook Pro to Mac OS Monterey. Color management in printing from Adobe Lightroom CC was totally screwed up resulting in wrong colors. Print presets in all applications failed to work as expected (they saved no features from print to print). I recommend any serious print professionals avoid upgrading to Mac OS Ventura. Many other Mac users report printing problems in Ventura. I am not surprised that scanning is also problematic.
If you wish to revert to Monterey, it is rather complicated, but you can do it. Make sure you back up your computer to an external drive, get a USB flash dive and create a Monterey installation drive, make sure your Mac can boot from an external drive (you may need to temporarily enable this in Recovery mode), reboot with the USB drive, erase the OS drive using Disk Utility, and install Monterey. During the install you can select the backup and migrate back data. After that is done you will need to re-authenticate your Apple ID, and you probably want to reset the printing system and reinstall print drivers. After you get Monterey reinstalled, be sure to reboot into Recovery mode and reenable security for your computer to prevent booting from external dives (especially with Macs in workplaces and laptops allowing external booting can be a serious security vulnerability).
