Hi,

Although the document below refers up to Server 2016, the same guidelines should likely work with Server 2019 too:

https://support.hp.com/gb-en/document/c03351547

 

Follow the Customize the installation section to install the printer through the command line by using an MSIEXES command.

 

Use and extract below drivers to install it through the command line:

https://ftp.hp.com/pub/softlib/software13/printers/OJ7740/OJ7740_Basicx64_40.12.1161.exe

 

Keep in mind that it may work, but officially no drivers were tested or officially supports Server 2019.
