I have tried to replace the old, empty printer cartridge (HP21, black) on my HP Deskjet D1520 printer on two separate occasions with two brand new cartridges. The printer does not recognize the new cartridges, and the printer is not operable, with a continuous flashing light. Interestingly, when I reinsert the old, empty ink cartridge, the light returns to solid, and the printer attempts to print -- however, the cartridge is empty and unusable! I have tried resetting the printer. It doesn't make any difference. I tried to install "Print & Scan Doctor", but .NetFramework 4.6 will not install due to unknown error. I have tried to use the virtual help chat on the HP site, but have been unable to find any solution. I'm hoping that someone has experienced this specific problem and can help. Thank you!

I understand the black ink cartridges are not working. The support options for this model printer are limited due to its age.
Perform the steps mentioned in this document - HP Printer Does not Print and Error Indicates Faulty Ink Cartridge
As you have used 2 new ink cartridges and the issue persists, it could be the printer that is defective.
If the issue persists, please reach out to the HP Support in your region regarding the service options for your printer.
If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
