I have done all the steps with the virtual agent, tried the diagnostic tools, and every thing suggested by HP without success. Every time the electric goes out or if I choose to turn the printer completely off as I do not print that often, it will not print color - only black. I would like a definitive reason why it keeps happening and how to permanently fix the issue. It always says the drivers are up-to-date. I've tried the HP diagnostic and I do have the HP Smart. Quick tips do not work. Help please.

I have seen cases where the driver fails to detect that the printer is capable of color. On your computer try this:
go to control panel>devices and printers and right click on the icon for your printer and select "printer properties" from the drop down menu. Click on the device settings tab and scroll down the options until you see device type and change that to color.

What driver does it show your computer is using? Click on the advanced tab and it should show a the driver name. Post that as I have seen clients with issues where Windows replaced the HP drivers with their own that do not work that well or offer all features.
