Hello,
I understand that you encountered a problem when you wanted to install your printer, please download Fix problems that block programs from being installed or removed from the Microsoft website, and then try installing again.
If the issue continue, please follow the following procedure:
1. Uninstall printing software:
- Unplug the USB cable at the back of the printer, if necessary.
- On the keyboard, simultaneously tap the Windows flag and the R key. The Run window opens.
- Type appwiz.cpl, then OK. The Programs and Features window opens.
- Click the right mouse button on HP OfficeJet 7610 series Basic Device Software, then Uninstall and Yes.
Note: If the software uninstall process does not start or an error displays while uninstalling, download Fix problems that block programs from being installed or removed from the Microsoft website, and then try uninstalling again.
- Follow the instructions on the screen to complete the uninstall of the printer.
- Restart the computer.
2. Launch the registry editor:
- On the keyboard, simultaneously tap the Windows flag and the R key. The Run window opens.
- Type regedit, then OK. The registry editor opens.
- Develop HKEY_LOCAL_MACHINE, then SOFTWARE, click with the right mouse button on Hewlett-Packard and Delete. (If the PC is HP-branded, develop Hewlett-Packard and remove Digital Imaging)
3. Delete the HP ENVY 4520 series folder in the way:
- C: \Program Files\HP
- C:\Program Files (x86)\HP
4. Rename folder 3 in 3_old in the path below (a restart may be required):
- C:\Windows\System32\spool\drivers\x64.
- C:\Windows\System32\spool\drivers\W32X86.
NOTE: If the file refuses this action do as follows:
- On the keyboard, tap the Windows and X keys simultaneously.
- Click Command Prompt (Admin) or Windows PowerShell (Admin), and then Yes.
- Type net stop spooler, then press Enter.
- Rename the file.
- Type net start spooler, then tap Enter.
5. Launch a new the printer installation with the HP OfficeJet 7610 series Full Drivers and Software.

HP OfficeJet 7610 series Basic Device Software can not be installed in Programs and Features since few weeks ago.
Only HP OfficeJet 7610 series HELP apears in Programs and Features
I tried all procedures with uninstalling and reinstalling without success.

Follow these steps to resolve this incident:
- On the keyboard, tap the Windows and R keys simultaneously.
- Type %TEMP% then hit Enter.
- Select all files in the Temp folder and delete.
- Note: If any files will not delete, choose 'Skip' or 'Okay.'
- Reboot the system and perform uninstall.
Register the installer files:
- On the keyboard, tap the Windows and X keys simultaneously.
- Click Command prompt (admin) or Windows PowerShell (Admin), and then Yes.
- Type regsvr32 vbscript.dll and press the Enter key.
- The following message should appear:
DllRegisterServer in vbscript.dll succeeded. - If this message appears, the required files for the installer have been successfully registered. Install and uninstall functionalities are restored.
- Re-launch the printer installation with the complete software and drivers previously downloaded.
If the issue continue, please proceed as follows:
- On the keyboard, tap the Windows and X keys simultaneously.
- Click Command prompt (admin) or Windows PowerShell (Admin), and then Yes.
- Type Dism /online /Cleanup-Image /RestoreHealth, and press the Enter key.
- Wait for the time of analysis.
- Restart the computer.
- Re-launch the printer installation with the complete software and drivers previously downloaded.
If the issue persists, it may be necessary to reset Windows without losing any files.

I tried the first two steps. Did not solve problem.
Resetting Windows will be last option.
I suppose that there is some conflict with the latest updates for Windows 10. Few weeks ago everything worked well.

Hello,
If the printer is connected to the wired or wireless network, please configure a new port as follows:
- On the keyboard, press the Windows logo key and the R key simultaneously. The Run window opens.
- Type control printers, then press Enter. The Devices and Printers window opens.
- Right-click on your printer icon, then click on Printer properties, click on the Ports tab, and click on Add Port.... Or click Add a printer, then The printer that I went isn't listed, then select Add a local o network printer with manual settings, and then Next.
- Select Standard TCP/IP Port and click New Port.... Or select Create a new port from the drop-down list select Standard TCP/IP Port.
- Click Next, then enter the printer's IP address (e.g. 192.168.1.97) in the Printer Name or IP Address field and click Next.
- Once the port is added, click Finish and close all windows.
- Try to print.
Please uninstall recently installed Windows 10 updates and try to install your printer again.
