Since the Scan to computer from the printer control panel is not working, we could try a Semi Full Reset back to factory conditions and check if that works
These steps are specific to your printer and I have sent you a private message with the next course of action
Please check your private message icon on the upper right corner of your HP Forums profile.
Next to your profile Name, you should see a little blue envelope

I did that and it did not fix the problem.
Not a big deal, I don't need to be able to scan TO the computer as long as I can scan FROM the computer, though it was more convenient.
But I can't set up other things like the network folder since HP utility won't open. Re-installing the new driver didn't solve that. It wants me to "reinstall the software that came with my device." Is there somewhere to access that software online? I don't easily find it on the website.

Unfortunately, HP Easy Scan is not currently supported in macOS Catalina. HP is working with Apple to get HP Easy Scan and Scan to Computer back to full functionality as quickly as possible.

How will we know when HP and Mac have a fix for the scanner function? Tax season and we need to be able to scan.
Do the new HP Office Jet have scanning capabilities to Mac's with the new operating system, macOS Catalina version 10.15.2?

Welcome to the HP Support Community. I'd be happy to assist you with the scanning issue.
HP Easy Scan is currently not fully compatible with macOS Catalina and we'd suggest you use the image capture. We're actively working to restore complete functionality. You may refer to this document for more information - HP Printers - HP Easy Scan Is Not Currently Supported in macOS Catalina
