Hi @ChrisW44

Welcome to the HP Support Community.

Thank you for posting your query.

I understand that your HP OfficeJet Pro 8130e on Windows 11 that fails firmware updates (both Ethernet and USB) and does not respond properly to the power button, the issue is usually related to a stuck printer firmware process, corrupted update installation, communication failure, or a power-state problem. I would request you to please follow the steps:

Perform a Hard reset

  • Turn the printer on.
  • Disconnect the Ethernet cable and USB cable from the printer.
  • Remove any paper jams and make sure the printer is idle.
  • Disconnect the power cord from the back of the printer.
  • Unplug the power cord from the wall outlet.
  • Wait 60 seconds.
  • While unplugged, press and hold the Power button for 15 seconds.
  • Plug the power cord directly into a wall outlet (avoid surge protectors temporarily).
  • Reconnect the power cable to the printer.
  • Turn the printer on.

Wait 5 minutes for the printer to fully initialize.

Test whether the Power button now shuts the printer down normally.

Check if the printer is stuck in a firmware update loop

On the printer touchscreen:

  • Open: Setup > Printer Maintenance > Update Printer
  • Check the update status.
  • If it shows:
  • "Updating"
  • "Checking for updates"
  • "Downloading"
  • "Installing"

Allow it to complete for at least 30 minutes.

Do not unplug the printer during an active firmware update.

Update firmware using HP App (Windows 11)

  • Install  HP App from https://www.hp.com/us-en/hp-app/overview.html
  • Open HP App
  • Add the OfficeJet Pro 8130e.
  • Go to:
    Printer Settings >Advanced Settings
  • Open:
    Tools > Printer Updates
  • Select:
    Check Now
  • Install any available firmware update.
  • Restart the printer afterward.

Reset network settings

If Ethernet firmware updates fail:

  • On the printer touchscreen:
Setup > Network Setup > Restore Network Settings
  • Confirm the reset.
  • Restart the printer.
  • Connect Ethernet again.
  • Allow the printer to obtain a new IP address.

Test again.

I hope this help.

Take care and have an amazing day!

I'm an HP Employee.
