HP Officejet Pro 8600 Plus e-All-in-One Printer - N911g

I upgraded my PC from Win 8.1 to Win 10 Home with a clean install and my printer driver will not reinstall now. The printer is connected, but it shows as "Driver is Unavailable" in the Printers & scanners menu. I've tried multiple solutions like disconnecting, uninstalling all software/drivers/deleting any entries in the registry with multiple restarts, and using the Print and Scan Doctor from HP but none of them install the driver to basic functionality. I am using the latest full driver from HP for my model (Full_Webpack-1312_1-OJ8600_Full_Webpack.exe).

I am connected via USB but previously it was setup via wifi, which it also cannot connect over, but that's another issue. At this point I'm out of ideas and have tried every self-help method I've found.
