I have the same identical issue (reverted from windows 11 to windows 10, printer stopped printing, but prints fine from a different and older pc). I also had a computer technician trying to solve the problem, but he failed. I really hope HP will address this issue.

I tried everything suggested here plus some things suggested at the forum at BleepingComputer.com and nothing worked. I finally did a full disk image restore from the day before I installed Win11. And that fixed it. Before dong the restore, I took a copy my email file tree off the disk and set it aside on a different disk and when the image restore completed successfully, I put the email file tree back in. This way I didn't lose the 3 weeks of emails that came in between the Win 11 installation / Win 10 revert and the image restore. All other data on the computer that showed up between those 2 events was lost. But at least I can print again.

 

This was a pretty drastic way to "solve" the problem. I wish there was something forthcoming from HP (or Microsoft), to fix this in a less intrusive way. The way I did it only works if you have a recent disk image to return to.

I have the exact same problem, installed windows 11 and reverted back to windows 10 and unable to print.  I have tried everything suggested and then some all to no avail.  The error code is the same and when searching for solutions to that error code, there isn't anything available.
