I have a HP officejet 4650. Is there a start-up for mac 10.7 Mojave?

The printer is supported on OS X 10.8 or later versions only, it is incompatible with Lion.

 

You may find its System requirements listed below:

You might be able to upgrade your Mac OS operating system to a later one for free if your hardware supports a such:

https://support.apple.com/en-us/HT206886
